block port 25 for sending outgoing email to other mail server in digital ocean

# telnet 103.246.17.abc 25
Trying 103.246.17.abc ...
telnet: connect to address 103.246.17.abc: Connection timed out

My droplet IP (128.199.22.xy) could not telnet to port 25 ( on external server).
# telnet 103.246.17.abc 25
Trying 103.246.17.abc...
telnet: connect to address 103.246.17.abc: Connection timed out
# telnet 103.246.17.abc 25
Trying 103.246.17.abc...
